Bolin has the emotional maturity of a teaspoon? While he does act naive, Bolin is such a gentleman. He brings flowers to Korra for saving him, politely backs away later on when she goes for Mako, and etc. I don’t see how that makes him that way…

No one’s saying that Bolin isn’t a nice guy. He’s one of the sweetest guy’s on the show, no doubt. But there are just so many instances on the show of him saying and doing the strangest things at the most inappropriate of times. Whether it’s running off crying like a baby or making jokes at the most inopportune moments, it all just culminates in making him seem like a giant goofball. I don’t think there is a single serious or dramatic scene in the show where Bolin doesn’t make a joke. 

Again this is down to how he’s been written, and Bryke have pretty much admitted his main purpose is “comic relief”. It just means when it comes to romantic relationships I’m really not invested in what happens to him.
