Kya is definitely a Water Tribe name and Tenzin was probably named after Gyatso, who is an allusion to the current Dalai Lama, Tenzin Gyatso.

Remember that Katara has psychic preggo abilities. In other words she can tell if the baby is a bender before it’s born. So it’s pretty understandable how they could get names to fit their kids before they were born.
