My personal headcanon is that Katara was 19 when they had Kya.

How old they are in that picture is a total mystery to me though. While I really like the gurihiru art style, they haven’t followed the canon which has shown Aang had some major cheekbones once he hit puberty. So to me he looks about 16 there, but that is quite young.
