A lot of the people had been conditioned to support Fire Nation unwaveringly. If you remember FN kids were being taught historical fallacies and being constantly surrounded by negative propoganda concerning the other nations. I’m sure some Fire Nation people did perhaps call BS on their leaders, but a lot of them simply didn’t have access to accurate information.
