Interesting question. Combustion man wasn’t technically a bender, he was able to focus pure energy and then shoot it. But I still think Amon would have been able to stop him. Energybending is simply rewiring someone’s chi, being able to shoot energy out of your head isn’t bending, but it will be all to do with chi. So Amon would have probably been able to stop that.
